Data Analyst, Municipal Services Office

The Municipal Services Office (MSO) was set up in October 2014 to work on improving the Government's overall coordination and delivery of municipal services. These services include, inter alia, the upkeep and improvement of the common living environment, such as the cleanliness and maintenance of the estates and the upgrading or provision of facilities and infrastructure.


You will be part of the analytics team within the Policy & Planning Division in MSO, and your duties include:

  • Work closely with partners and stakeholders to formulate focus areas and scope use cases for data analytics to support decision making and operations planning for enhanced municipal service delivery.
  • Use data mining techniques to understand trends and patterns in large volumes of data, identify relationships, detect data anomalies and classify data sets.
  • Build analytics solutions involving the use of descriptive / predictive / prescriptive analysis through various tools and techniques.
  • Present analytic insights and recommendations to internal and external audiences at various levels (from senior management to operational staff) in a consumable and actionable form including the use of data visualisations.



  • Bachelor’s Degree in Computer Science, Economics, Engineering, Mathematics, Statistics or other quantitative fields (Master’s Degree is a plus)
  • 1-2 years of experience in data analysis 
  • Technical experience using Python, R, SQL or other languages (BI tools such as Tableau/Qlik is a plus)
  • Possess strong analytical, conceptualisation and problem solving skills
  • Excellent written and verbal communication skills, organisation and time management skills
  • Self-motivated and persevering team player with a strong attention to detail
  • Able to work well with diverse stakeholders and independently

The MND Internship Programme offers students who are interested in a career in MND and in the Civil Service, an enriching opportunity to discover your potential.
